Greater empowerment with accountability is the hallmark of New York City's school reform. Fourteen hundred schools have formed inquiry teams to expand their sphere of success to include all students. Teams of administrators and teachers focus on target students who experience similar barriers to success, allowing for deep study into instructional questions.
